MINISTERIAL VISITS OVERSEAS

1. In accordance with FCO Circular "A" 42/86 of 11 March 1986 the Sub-Committee of the Ministerial Visits Committee will meet in October to consider detailed proposals from Departments for visits oveseas during 1987 by:-

a)

The Prime Minister

b)

The Secretary of State

c)

Other FCO Ministers

2. The main task of the Sub-Committee will be to judge between the competing bids for Ministers' time and to draw attention to the proposals which they deem to be of particular importance.

3. I should be grateful if Departments would complete the attached proforma and send to Mr Hervey, as Chairman of the Sub-Committee, via their AUSSS by 26 September, with a copy sent directly to me. It would be helpful if the bids could be divided into three categories, viz., "firm", "probable" and "possible/desirable". Departments will wish to include any visits in connection with anniversaries taking place in their region.

Written nil returns are required.

5. Those who will be invited to the Ministerial Visits Sub-Committee meeting will include the AUSSS responsible for the Departments putting forward bids for Ministerial visits overseas, representatives of Ministerial Private Offices, and Planning Staff.

6. The recommendations of the MVC will be circulated to DUSS in addition to members of the MVC before they are passed to the PUS for submission to the Secretary of State.

Expenditure on Visits

We are also required to submit to Finance Department estimates of proposed expenditure on Ministerial overseas visits in the financial year 1987/88, and in order to save some duplication, Departments may wish to consider together both the MVC and Finance Department's requirements.
