MR WADDINGTON'S VISIT TO HONG KONG: 21-27 SEPTEMBER (INCLUSIVE)

1. In the absence of a response from Hong Kong to our MIGS 7 and 8 I telephoned post this morning (5 September) and spoke to Mr Pierce in the Governor's Office. He was not sighted on the arrangements for the visit but promised that somebody would phone back to enable Mr Low to brief Ministers by midday.

2. A Mr Wing Ho called back within minutes to apologise for Hong Kong's tardiness. I told him of Mr Waddington's new EDA of 21 September, and he confirmed that

Mr Waddington's party had been booked into the Furama Hotel, the Mandarin is full.

3. I relayed the above to Chris Hudson (PS/Mr Waddington) who was rather anxious about arranging the visit programme. He wished to suggest at an early stage a visit by

Mr Waddington to the Hong Kong office of UNHCR. I agreed to send a short telegram. Since then the Hong Kong Government Office in London have spoken to Clinton Leeks in HKD offering further apologies for their tardiness and inter alia asking for ideas for a draft programme (!).

HKD have kindly offered to take this on liaising directly with Mr Waddington's office. Mr Leeks will keep us in touch with events during the course of next week.
