Mr Waddington's Private Secretary wrote to you on

9 July seeking the Secretary of State's agreement that

Mr Waddington should visit the Sub Continent (Pakistan,

India and Bangladesh) and Hong Kong in September.

In your

interim reply of 22 July, you said that we were consulting

posts and that you would write again when they had responded.

Ministers subsequently decided to ask Mr Waddington

either to omit the Indian leg of his tour or to delay the

whole tour by some weeks. This was in order to give

Mr Renton a clear field for his intended first visit to

India in early October as the Secretary of State's Special Representative to the Indian Government. Lady Young wrote.

to Mr Waddington in this vein on 15 August and Mr Waddington

has now replied, on 29 August, to the effect that he fully

understands and informing her that he has decided not to

visit the Sub Continent at all at this time but only

Hong Kong where he intends spending the week 21-26 September.

3. Mr Waddington's main purpose is to study the refugee

question.
