In response to Mr Jasper's

Jasper's minute of 16 September

attach a form proposing a visit by Mr Renton to Hong Kong in early 1987. It reflects discussions with PS/Mr Renton.

2. There may also be a case (depending on developments in

the intervening months) for Mr Renton to go on to China to

discuss Hong Kong questions. This would need to be

considered further nearer the time.

3. I have however already noted in a separate submission the likely particular need for contacts with the Chinese at

Foreign Minister level, in the course of 1987, to

discuss Hong Kong constitutional questions.
