MINISTER: I could not tell you whether it has started

this week or is going to start in the next few weeks but I can

assure you that I was given to understand before I left London,

again this isn't my responsibility, that the Foreign Office were

about to engage or engaged on this task.

I wasn't asked to go further than I have gone

anybody can go further than that. I can give

that the BNO passport system will be in place on the 1st July 1987; I can give you the assurance that the British Government is going to bend all its efforts to make sure that all other governments know of the significance of that passport and I can give you the assurance that the passport will contain the very

endorsement which Hong Kong asked for and I am very glad that after
