6. It was agreed that following attendance at the NAC in Reykjavik, the Secretary of State should remain there for a one-day bilateral discussion. It was sugested that the Secretary of State could visit Jordan en route to Japan, which could take place during the Whitsun parliamentary recess. In was thought that Mr Renton might attend the yet-to-be-agreed Troika Ministerial meeting either in Tunisia or Belgium on the Euro-Arab dialogue, rather than the Secretary of State.
7.
It was suggested that a visit to ASEAN states need not necessarily include all members, and certainly not Thailand which would be visited earlier in the year. A visit to Berlin was thought desirable, but the Secretary of State might well be the Minister-in-Attendance during Her Majesty's State Visit to Berlin in
May.
8. Visits to Poland and Czechoslovakia were regarded as desirable, but could not take place until Foreign Ministers of both countries had visited the UK. It was explained to the Sub-Committee that neither FM would come unless they were to be received by the Prime Minister, and this was not thought to be possible.
9. A meeting with Mr Clark in Canada was thought desirable, possibly in conjunction with the Commonwealth Heads of Government meeting. As in the case of the Prime Minister, it noted that the dates for the European Council Meeting in Denmark had been fixed for 4 and 5 December 1987.
10. It was suggested that a visit to Spain towards the end of 1987 might be deserable.
Lady Young
11.
A schedule of proposals for visits by Lady Young is at Annex D. It was agreed that Lady Young would probably attend the EC/Central America/Contadora Meeting in Guatemala, 9-13 February, rather than the Secretary of State. It was recommended that visits to Mexico Uruguay, Brazil and Ecuador could be combined into one journey. Ecuador was given lowest priority of the four, although it was noted that a return visit was still outstanding since the Ecuadorian Foreign Minsiter's visit to the UK in 1985. Uruguay and Brazil were important to us politically because of the so-called "Falklands factor".
12.
It was agreed that a visit to Koenigswinter was possible, but by Mrs Chalker rather than Lady Young. It was recommended that we should be represented by a Minister at the Council of Europe in Strasbourg, but whether it would be Lady Young or Mr Eggar would depend on other plans.
