MANAGEMENT IN CONFIDENCE

VISITS OVERSEAS BY THE PRIME MINISTER AND FCO MINISTERS The Procedure for Submitting Proposals to the Secretary of State

In April and October Protocol Department will commission from geographical Departments proposals for bilateral visits overseas by the Prime Minister and FCO Ministers. Departments will be asked to use the attached form for this purpose and submit the proposals via their AUSS to the AUS supervising Protocol Department as Chairman of the Ministerial Visits Committee (MVC).

2. The MVC, which will consist of the geographical AUSS and representatives from the Private Office, Lady Young's Office, the Planning Staff and Finance Department, will meet to consider the proposals and suggest the priority to be given to them.

3. Protocol Department will circulate the MVC's conclusions to the DUSS and all the Ministerial Private Offices for comment.

4. Protocol Department will then draft a minute from the PUS to the Secretary of State with a consolidated note which reflects the MVC's conclusions and Ministers' and DUSs' comments on them, but which does not necessarily try to reconcile any differences of view.
