The Secretary of State has considered your submission of 5 August, and feels that the situation has been radically altered by the Indian decision to appoint a special representative to discuss Sikh issues with Mr Renton. He is clear that Mr Renton should now be the next British Minister to visit India for discussion of these matters. On reflection overnight, he is inclined to attach even more urgency to Mr Renton's visit; if that can be arranged soon after the summer break, Mr Waddington's plans might not have to be postponed too long.
Could you re-draft the Private Secretary letter in the light of the Secretary of State's comments, and submit it to me through Mr Renton to issue by the end of this week?
