1. I know you have briefing for Mr Renton's visit to China well in hand. There is however one subject on which the Minister would be grateful for very full background briefing possibly, if this is convenient, a few days in advance of our departure. Mr Renton would like a note of whatever developments there have been historically in Hong Kong at district, municipal and regional level towards an electoral system. He would also like a background note on the extent to which political parties exist, or have existed, in the territory.

2. Leading on from this, Mr Renton would welcome a commentary on all the references in the Agreement to future political systems for Hong Kong, plus any relevant background to their inclusion in the text. In this context, he was struck by Siu Sin-Bor's remarks in Hong Kong on 30 December to the effect that September's LEGCO elections had violated the Joint Declaration because they represented "fundamental changes" to Hong Kong's administration.
