Visit of Lu Ping

I enclose a record of the conversation with Lu Ping at the dinner which John Boyd gave for him on 27 January. Lu was accompanied by Shao Tianren from the delegation, and by Ji Shaoxiang and Li Ruohe of NCNA. On our side, in addition to John, Michael Thomas, David Ford and I were present.

2. As you will see, this follows the general pattern of our previous encounters during his visit, with Lu doing a lot of listening, some nodding and not much talking. Our efforts to smoke him out on the Chinese thinking about the content of Basic Law have got nowhere.
