Putonghua is an important means of communication

in future political and economic activities. This should be reflected in the Basic Law. Putonghua should be pro- moted as the medium of instruction and Chinese language should be given its statutory role in education.

Child education should not be regarded as merely a supplement to the education system. On the contrary, it should be treated as an essential part of education. It is hoped that the Basic Law and the future SAR Govern- ment will take it into account.

I am glad to meet you all here. This is the first time I visit Hong Kong and the main purpose is to look around. As the Chairman of the Basic Law Drafting Committee, I have the responsibility of understanding the overall situation of Hong Kong. However, the scope might be limited by time. What I have in mind is to meet all the strata of society: upper, middle and grass- roots levels (grass-roots level includes, inter alia, labour, education and social service).
