1. As you and some copy addressees will know, Mr Hu Yaobang, General Secretary of the Chinese Communist Party, is to visit Britain at the invitation of the Prime Minister from 8-11/12 June. This will be part of Mr Hu's first visit to Western Europe which will also take in France, the FRG and Italy.
2. The visit will be important for us. It will be the most senior bilateral exchange since Premier Zhao's visit last year; and Mr Hu's position as Party Leader will merit roughly the same level of treatment. A successful visit will also help set the scene for the State Visit to China in October. We naturally aim to make a more lasting and positive impression on the Chinese than is made by our European partners/competitors.

We are now considering Mr Hu's programme. This will depend to some extent on whom he brings with him. The Chinese have so far given us no indication of this likely entourage, although we have made it clear that we would very much welcome participation by Vice-Premier Li Peng. Since Mr Hu's political interests are wider than Premier Zhao's, the visit will perhaps not be quite so tightly focussed on technology and industry. Nevertheless, there will be important opportunities to promote the ways in which we can contribute to Chinese modernisation.

I am therefore writing to alert you and copy addressees to the visit and to solicit any suggestions or bids you may have for the programme including names for guest lists, especially anyone who was not involved in Premier Zhao's visit but should be in this one. Imaginative ideas for gifts would also be welcome. Time will be extremely tight. Mr Hu is likely to arrive in the afternoon of Sunday 8 June. The afternoon and late evening of 9 June are already committed to talks and dinner with the Prime Minister; there will also be a courtesy call at No 10 that morning. There is a possibility of a trip outside London on 10 June, perhaps to Manchester with its new Chinese Consulate-General (it would be particularly helpful to have your thoughts on possible visits in that area). We are discussing with Buckingham Palace the possibility of luncheon with HM The Queen on 11 June; and we also will need to take into account the desire expressed by Lord Young also to host a lunch, and a visit to an
