The Secretary General of the HK and Macau Affairs Office and Deputy Secretary General of the Basic Law Drafting Committee, Lu Ping led a working group to visit HK in January this year to gain a thorough understanding of views various sectors had on the drafting of the Basic Law. Mr Lu had explained in public issues most people were concerned about during his meetings with HK people.

group was invited by the Basic Law Drafting Committee secretariat to visit HK to gain an understanding of the situation here and to prepare for the second full meeting of the BLDC scheduled to be held in Peking in April.
Our visit here is to listen HK people's views extensively from different fields. We will not just sit down and listen but will go out and see for ourselves life in HK from various angles. This will Increase our understanding of HK. We have no preconceived idea on the structure of the Basic Law. We need to study and to investigate. There will be no right to speak in the absence of study and Investigation. We can only begin to consider how we should start drafting the Basic Law after we have gathered as much views as we can. More working groups similar to this one will be coming to HK to solicit views. The BLDC secretariat has appointed and invited legal experts in the mainland to assist in the drafting work."

Talking about the drafting of the Basic Law, Mr Lu said "we will start from the framework of the Basic Law. That means we will start with drafting the general structure of the Basic Law, designing chapters, sections and paragraphs and categorising various contents. The second full session of the BLDC to be convened in April is to finalise this framework. Specialist groups comprising mainland and HK BLDC members will study the special subjects within the framework. Our present task is to have the policies written into the Joint Declaration, such as the 'no change for 50 years' and 'HK people ruling HK' concepts, incorporated into the Basic Law in legal language. As to when the part of the Basic Law concerning HK's political structure should be ready and whether it should be brought forward to 1987 will be discussed by BLDC members.
