that, even if one hypothetically eliminated various approaches

at this stage, it was still necessary to demonstrate that the

Hong Kong people would enjoy the high degree of autonomy

promised to them in the Joint Declaration (Lu nodded). He

thought it too early to reach conclusions on the various

ways in which this goal might be achieved. CS said that

the task ahead whether for the British administration or

China was not easy.

There would be difficult moments.

But we had a shared goal and he was sure we would reach it.
