BACKGROUND

The Governor and members of the Executive Council (ExCo) of Hong
Kong visited London between 9 and 12 September. They called on the
Prime Minister on 10 September and on the Foreign and Commonwealth
Secretary on 11 September. This was the first official visit to
London by ExCo as a group since December 1984.

The purpose of their visit was to meet Ministers as part of the
continuing process of liaison between HMG and ExCo. In their discussions Ministers and ExCo reviewed recent developments in the territory (particularly regarding the development of representative
government and Hong Kong's concerns over the building of the Daya
Bay nuclear plant in China) and progress in the implementation of the Joint Declaration on the future of Hong Kong. A press communique (attached) was issued by the Downing Street Press Office
after ExCo's call on the Prime Minister.
3. Mr Parry is a member of the Hong Kong Parliamentary Group and a
frequent questioner on a wide range of Hong Kong issues.
