Daya Bay

Line to Take

We stressed to Ministers the considerable concern felt in Hong

Kong over the safety aspects of the Daya Bay project. Ministers

assured us that they have been following the debate in Hong Kong

closely. As part of HMG's overall responsibility for Hong Kong,

they acknowledged their responsibility for the welfare,

the welfare, well-being

and safety of Hong Kong's people. They described the contacts HMG

have had with the Chinese and French authorities about the Daya Bay

project, and in particular the safety aspects. In particular they

have been assured by the Chinese Government of the very high priority which is being given to safety in the planning and implementation of the plant. Ministers told us that in the light of

these contacts, which will continue, they have no reason to doubt

that the plant will be designed, built and operated to proper levels

of safety, and that they are therefore content for the project to

proceed.
