5. On nationality, Mr Renton said that the FCO had done all it could to obtain a satisfactory response to LEGCO's requests. The outcome seemed to have gone down fairly well in Hong Kong. Sir SY said that the decisions on the ex-servicemen and the passport endorsement had indeed been welcome, though the latter would have been much better appreciated had HMG been able to agree more rapidly and more graciously. The decision on the non-ethnic Chinese had not gone down well, but Hong Kong opinion had come to terms with political reality.

6. Sir SY confirmed that business was buoyant, the mood one of optimism. He would be making this plain in his speech this evening.
