ESSENTIAL FACTS

The PUS is aware of the background to this proposal

including the delays which have occurred in taking the matter forward. A copy of Mr Hum's submission of 29 April

is attached.

2.

The proposal has now been formally submitted to the

Cabinet Office Ceremonial Officer with the request that it

be put to the Committee on the Grant of Honours,

Decorations, and Medals as soon as possible. We believe

that a favourable recommendation can be submitted to the

Queen for her approval well before Her Majesty visits Hong

Kong in October.
