Background

3.

The Governor outlined his proposed travel plans for 1986 in his telegram no 916. (This arrived during your absence and, through oversight, was not copied to you.) Sir R Evans welcomed the visit to Peking proposed for December

(Peking telno 489).

As the Governor has indicated

elsewhere (his telegram no 1696),

1696), a visit

visit in December may

provide а further useful opportunity for dialogue on representative government. But we shall obviously have to

see how things develop in the meantime.
