OPENING OF TRADE DEVELOPMENT COUNCIL OFFICE IN PEKING
1.
I have now seen Richard Evans' reply of 5 June to your letter of 8 May on the proposed Hong Kong Trade Development Council visit to Peking in December.
2. At official level we certainly see no difficulty of principle with your proposed visit to Peking. Indeed, depending upon developments in the interim, it could well provide a further very useful opportunity to develop our dialogue with the Chinese on the future structure of government. Nearer the time we ought to consult Ministers formally on the visit and, in particular, about what you will be saying to those on the Chinese side who are involved in the dialogue.
3. At first sight we agree too that you should aim to see Ji Pengfei and Zhou Nan. A session with Lu Ping on the structure of government would be particularly useful, and it might be useful also to see Li Hou. We share the Ambassador's view that the "political" calls are only likely to be useful if you are not accompanied by the TDC delegation. If such an arrangement looks difficult, it might be worth considering the possibility of staying on "privately" for a further day or two in order to fit in some unencumbered calls.
