HKG proposed in 1981 that a Long service and good conduct medal be instituted for the 2 Hong Kong disciplined services that do not have one: the Customs and Excise Service,

and Immigration

Following long correspondence between Hong Kong, the FCO, and the Cabinet Office's Ceremonial Office, Hong Kong put forward a draft Roya! Warrant for the new medal a

year ago.

It has unfortunately taken a year to secure Ceremonial Office's comments on the draft, and ultimately the PUS wrote to Sir Robert Armstrong to obtain these. The Governor wrote to the PUS In December to press for progress. The PUS responded Office had now provided its comments on
