I should be grateful if you, the Department of Energy and Employment and the Office of Arts and Libraries could confirm as soon as possible that these arrangements are acceptable to you (if you wish, by telephone to John Ashton, 233 8192). I am sorry that, by the nature of the visit, more complex arrangements than usual are necessary. But we are confident that they will make for the most effective co-ordinated presentation during a visit which is short and in which we need to get under the guard of a purely party leader with some ideological blinkers and a Vice-Premier whose only extended experience outside China was in the USSR.
