Mr Layden, HKD
MR RENTON'S MEETING WITH VICE-MINISTER ZHOU NAN, 9 JUNE 1986
1. Chinese Vice-Foreign Minister Zhou Nan will be visiting Britain from 8-12 June as a member of Communist Party General Secretary Hu Yaobang's delegation. He will have a separate meeting with Mr Renton from 1500-1550 (approx) on Monday, 9 June.
2.
I assume that, as Mr Masefield and Mr Hum have discussed, one objective remains not to give Zhou Nan an opening to use the entire occasion to give a detailed response to the points which the Secretary of State raised with Foreign Minister Wu Xueqian on 23 May. We are in any case suggesting to the Chinese that the following range of subjects might be discussed:
Bilateral issues (briefly)
FED
Hong Kong (briefly)
HKD
Future of Macao (Chinese approach to
HKD
negotiations with the Portuguese)
Claims
Korea
Claims Dept
FED
It is possible Zhou Nan might also raise:
URENCO
UK Withdrawal from UNESCO
NED
UND
We expect the international implications of the Chernobyl disaster will be discussed between Mr Walker and Vice Premier Li Peng, also on 9 June. But we have asked the Chinese Embassy to confirm that Zhou Nan will not raise this subject.
3. I should be grateful if departments could let us have briefs as indicated, in the form of points to make and essential facts, by end of 4 June (to Mr Rouse, W82, 233 5539 please). Contributions should be in draft; please pay even more attention than usual to the need for brevity. essential facts should be longer than one side).
