1. I attach an embryonic draft of a speech for the Prime Minister at the dinner she will give on 9 June for Hu Yaobang, General Secretary of the Chinese Communist Party. I should be grateful for comments (as far as possible in the form of specific textual contributions) from you and copy addresses, by close of play on Thursday 15 May. (Please pass any telephonic comments to
Mr Rouse, 233 5539). We will then seen comments from Peking and Hong Kong.
2. I am still myself unhappy with some important parts of the draft I have indicated footnotes some specific questions on which I would be grateful for help. But all constructive thoughts would be helpfu if Planning Staff could suggest ways of expanding and strengthening the section on political strategy/philosophy (from "Not really surprising....." to "....enrichment in cooperation".) I attach copies of FCO telegrams no 337 to Peking and Peking telegram no 661 which illustrate what we have in mind: we now envisage that the main thrust on this front will come in the speech and dinner conversation rather than formal talks.
3. I also attach (for you only) the Chinese text of the Confucius reference (see note 1).
