VISIT OF CHINESE STATE COUNSELLOR IN CHARGE OF THE SPECIAL ECONOMIC ZONES, 14-22 FEBRUARY
1. Gu Mu was accompanied on this visit by a 9 member delegation. An agreement on cooperation in tourism, civil aviation and exhibitions was signed on 17 February.
2. Gu Mu had been invited to Singapore by Tony Tan when they met during Lee Kuan Yew's visit to China last September. The programme was designed to meet Gu Mu's wish to see for himself Singapore's development, particularly in areas where China might wish to tap Singaporean expertise. The programme included talks with Tony Tan, with Brig Gen Lee (who had just been promoted to Acting Minister for Trade and Industry), Teh Cheang Wan (Minister for National Development) and Goh Keng Swee (who, in his capacity as Economic Adviser on the development of China's coastal areas, reports to Gu Mu). Gu Mu also visited and held discussions with officials from the Trade Development Board, the Singapore Tourist Promotion Board, Civil Aviation Authority, Jurong Town Corporation, Housing Development Board, Urban Redevelopment Authority, Public Works Department, and the Singapore Science Park.

3. The agreement, which was actually signed by Liu Zhonggyi and Brig Gen Lee, is for five years automatically renewed for further five year periods unless one of the parties wishes to terminate. Its main provisions are:
- the establishment of a joint committee on tourism cooperation;
promotion of combined tourist packages to China and Singapore (Gu Mu said China would allow Singapore Airlines to operate charter flights to tourist cities such as Xian, Peking, Shanghai, and Guangzhou);
