Secretary of State's Meeting with Chinese Foreign Minister

The Secretary of State has seen Peking telegram number 496 about Wu's programme. In the light of this he has decided that it would be best to go to Brussels on 23 May to have lunch with He would like, however, to arrange at least one other meeting in Brussels while he is there; this would reduce the risk of Hong Kong opinion or the press jumping to wrong conclusions about an emergency or crisis meeting between him and Wu. Because of an evening commitment the Secretary of State will need to be back at Gatwick by 6.30pm at the very latest.

As a first step it would be helpful if you could establish the precise timing for the meeting with Wu. Copy recipients might also reflect on what it would be most useful for the Secretary of State to do in Brussels as "cover" for this meeting.
