Selection of Governor
Appointed by HM the Queen for each territory on the advice of the Secretary of State. Usually a member of the Diplomatic Service.
Each is resident in the territory, except the Governor of
Pitcairn who is also the High Commissioner to New Zealand.

Residual/Reserved Powers of the Governor
All dependencies:
Anguilla:
Montserrat and TCI:
Cayman and BVI:
Montserrat:
BVI :

External affairs, defence and internal
security (including the police).
Legislation and appointment of public
officers.
The public service.
Certain matters relating to public service.
The judiciary and the audit of public
accounts.
The administration of the courts.
The Governors Exercise of Residual/Reserved Powers
Anguilla:
Alone, without consultation with Executive
Council.
Bermuda:
The Governors' Council advises the Governor,
who also receives advice from the Cabinet.
He retains ultimate responsibility.
Caymans and St Helena [? and St Helena Dependencies]: The
Governor may use his discretion whether to
seek the advice of the Executive Council.
Montserrat, TCI and BVI: Not obliged to act in accordance with
the advice of the Executive Council.
