Macao

The Portuguese Foreign Minister told the Secretary of State at Windsor today that Portugal would shortly be embarking on negotiations with the Chinese over Macao. The Chinese negotiator would be Zhou Man, who had recently been on a visit to Lisbon. The Portuguese intended to appoint their Ambassador to the UN as their own negotiator.
