to UNITA simply escalated the military conflict in Angola and would
not resolve the war. It was a mistake to believe that the MPLA would
become a true Communist government in the long term.

Mrs Chalker outlined the aims of the cooperation agreement with Angola, ie to contribute where possible to that country's development. Azevedo Soares welcomed the agreement and thought it wold be possible for both sides to exchange experience on such matters.

8. Mrs Chalker raised our concern about the problem of a massive
entry of Macau residents to the European Community. Azevedo Soares said he understood the problem and was sure the Portuguese negotiating
team would ask for our advice on it. Mrs Chalker stressed our wish
to keep in as close touch as possible on the question.
