1. Mrs Chalker gave the latest information she had. The action by
the South African Government and its timing during sensitive negotiations with the eminent persons' group was inexcusable. was waiting for the EPG report and did not know what the next step would be. There was no obvious explanation for the attacks other than a South African attempt to mollify its right wing.
2. Azevedo Soares believed the attacks were a purely political move. They made it more difficult for Portugal to maintain a moderate attitude to the South African problem. Portugal couldnot dramatically alter its policy but it could not ignore the attacks either. There was now a need to work out new ideas, bearing in mind the significant Portuguese population in South Africa. It was necessary to have a settlement of the South African problem.

Azevedo Soares said Portugal had been prepared not to participate in the Congress but would now study the situation. Mrs Chalker said she was not keen on the conference. The UN was the proper forum. She would be reviewing the situation within the next fortnight and
