During lunch with Barbara Schrage of USCG,

the subject of Macau came up. Schrage said that she was amused by the way the Portuguese went about their negotiations with the Chinese. A very short agenda mainly the Catholic church, the status of locally born Macanese holding Portuguese passport and 2004 instead of 1997. The Chinese had apparently beefed up their Macau contingent by putting new faces in Nan Kwong. Schrage had also heard that the Portuguese, if pushed, would be prepared to admit the entire Macau population, including the non-Portuguese nationals, to Portugal! I did not ask Schrage to reveal her source, but she spoke with conviction.

Schrage also asked about the progress we made in JLG III. I briefed her in general terms along the lines of FCO telno 1372 to Washington etc.
