At dinner last night, Sir Roger Lobo made the following

(a) He despaired of Portuguese arrangements for handling

the negotiations. The Portuguese Foreign Ministry were not involving their colleagues, even in the Prime Minister's office. They had had no thought of keeping the opposition posted.

maximise the value of Macau to China by installing such infrastructural items as an airport. There was no money for such schemes; and no requirement, given that the Chinese could do their own thing across the border at much lower cost.

He did not exclude absolutely that the Portuguese

would lose patience and leave before the end of the trans- itional period, when agreed.
