Sir Geoffrey Howe mentioned our concern about
Macanese access to Community to the then Portuguese
Foreign Minister on 5 June and 31 July; as you will
appreciate, difficult to justify to Hong Kong how
large numbers of Macanese can have virtually
British whist unrestricted access to Community while most Hong Kong

Reassured to hear from Portuguese Ambassador on 15
November that an Inter-Ministerial Committee being set
up to study a statute for the residents or nationals of
Macau.
