Further to my letter of 15 August, the 6th Meeting of the CRC was held on 24 October. I have already sent out copies of the economic reports discussed there (my letter of 28 October to Anthony Layden).
The meeting focussed on subjects discussed earlier, and on the latest batch of economic reports. There was no report from the CICC, which had not met since the 5th meeting. (The problem here is mainly in obtaining suitable and reliable material about Chinese infrastructural developments, particularly those affecting Hong Kong, on which to base discussions/papers).
Principal matters arising were:
(a) so far no suitable alternative use for the Shatin
ferry has been identified. (I fear we may have been lumbered with a white elephant here).

an ExCo paper is under preparation on the question of imposing passenger embarkation fees at all departure points.
arising from a remark at an earlier meeting, we considered a short paper on the possibility of Hong Kong changing from left-hand to right-hand drive. In the absence of any indication from the Chinese authorities that they wished us to change, the Chief Secretary agreed to discuss with the Governor before deciding whether we need pursue this any further.
since my last letter, traffic congestion at Man Kam To has eased considerably.
We then moved on to the various economic papers. On
the quarterly economic report, it was noted that China remained
