IN CONFIDENCE

c) Planned activities for 1987/88, including publicity:

1) Market Branches

Organise a visit to China by the Secretary of State for Trade and Industry, probably in first half of 1987.

ii) Area Advisory Groups

iii) Commercial Departments

iv) Resource Implications

d) Long term strategy

1) Recommendations

Consider possibility of allocating additional soft loan money to China once enough progress has been made in implementing projects under initial £300 million facility. At least maintain, and if possible increase, share of BOTB budget devoted to trade fairs in China.

ii) Resource implications

Staff and budgetary resources should remain for the moment broadly at present levels but the possibility of increases (or reductions) to reflect any changes in the level of activity in the Chinese market should be kept under review.
