28. I dealt with the prospects for the reform programme

in its economic aspect in my despatch on Deng Xiaoping.

concluded that the existing strategy was likely to remain

unchanged in its essentials during the period leading up to,

and following, Deng's death. I stand by this judgement.

Meanwhile, there is a good deal to say about the other non-

economic aspects of the programme; and I plan to cover these

in a further despatch.

29. I am sending copies of this despatch, and of its

enclosure, to the Chancellor of the Exchequer, the Secretary

of State for Employment, the Secretary of State for Trade and

Industry, the Governor of the Bank of England, the Governor

of Hong Kong, Her Majesty's Representatives at Washington,

Moscow, Tokyo, Belgrade and Budapest, and the United Kingdom

Permanent Representatives to the European Community, the

Organisation for Economic Cooperation and Development, and

the Office of the United Nations at Geneva.
