I appear to have been slipping in not letting you have an update on the last meeting of the CRC which was held on 19 April. (My last letter to you on this subject was on 17 February. However, I did send copies of the economic reports discussed on 19 April to Anthony Layden and others on 5 May).

On 19 April, marine matters were reveiwed at some length, particularly with regard to China ferry services and the new terminal in Kowloon. We are seeking to establish what plans the Chinese have for expanding services to Hong Kong, but this is not proving easy. At the same time, we are facing the perennial problems of the Shatin-Meisha ferry service. Once again, the Hong Kong-Yaumatei Ferry Company wish to terminate the service due to low patronage, but the Shenzhen authorities wish to keep it on. Two meetings have been held with the latter with a view to identifying alternatives. (The latest was held yesterday: outcome so far unknown).

The meeting also reviewed again the possibility of passenger embarkation fees at sea and land departure points. This is being considered further within Government.

Consideration is now being given to further development at Lowu to cope with travellers crossing into China there, the numbers of which continue to rise.

At the time of the meeting, we noted that all seemed to be quiet on the Shenzhen airport front. You will have seen subsequent telegrams which showed that this one is likely to run and run.

John Boyd reported on the six-monthly review of the Hong Kong Shenzhen Joint Working Groups. All is going well on the various projects, so much so that we agreed to meet again as
