Further to my letter of 26 June, the 5th meeting of the CRC was held on 31 July. I have already distributed copies of the quarterly economic report, (my letter of 5 August to Anthony Layden).

The meeting spent quite a lot of time discussing matters arising, (which meant that, with a full agenda, we took some of the substantive papers at the gallop!). Of the former, the following points will be of interest:

HYF have declined to resume operation of the Shatin- Meisha ferry service due to lack of patronage. We understand that the Shenzhen authorities are considering a coach service to the new Meisha hotel, and that the Miramar Group had expressed interest in running it. The meeting tasked the Secretary for Transport to consider alternative uses for the Shatin pier.

the question of "passenger embarkation fees" (or what- ever title the charge may eventually carry) for usage of the border facilities came up again. It is now generally agreed that a modest charge of around $5 per head should be introduced as new facilities come on stream. Further internal consideration is required before the next move. We shall also need to keep the Chinese in the picture, although it should not come as a surprise to them as John Boyd has softened them up in the last few months.

redevelopment of Lowu is continuing on schedule. Agreement has also been given for Phase III to proceed, which will allow dual-direction operation of the two levels when the situation so requires.
