Deputy Mayor of Shenzhen has said that no final decision has been taken. I enclose a copy of a minute from John Boyd regarding his conversations on the subject.

Discussions then turned to two papers prepared by the China Economic Committee. I have copied the papers to Anthony Layden and others interested in London and Peking. Once again, the China Economic Committee has done a good job with these two papers. The paper on the success so far of the Shenzhen SEZ was particularly interesting. sure that Alan McLean will be looking forward to the comments promised in Anthony Layden's letter of 6 February.

The meeting also considered the latest up-date from the China Infrastructure and Communications Committee. The comments in my last letter to you remain valid.

The last paper considered at the meeting was an information note on the latest information we have picked up on plans for the Shenzhen International Airport. I enclose a copy of the paper. We shall continue to keep our ears
to the ground on this one.
