How to handle this year's Annual Report to Parliament on Hong Kong?

Recommendation

I recommend that a report along the lines described in paragraph 7 be presented to Parliament as a White Paper in the miscellaneous series early in the New Year, to cover the period from November 1985 to the end of 1986. I

also recommend that in due

course we inspire a PQ to inform Parliament of our plans.

During the passage of the Hong Kong

Kong Bill in

1985 the Government undertook, in response to Parliamentary pressure, to produce an Annual Report on Hong Kong and lay it before the House. The first such

report was laid before the House in December 1985. It

covered the period from the initialling of the draft Joint

Declaration in September 1984 to the opening of the 1985/86 session of Hong Kong's Legislative Council by the Governor on 30 October 1985.
