On 26 June I submitted a draft letter to the Palace, seeking to clear with them in advance our proposal to amend the Letters Patent governing grants of land in Hong Kong.

Unfortunately we now understand that
oversight the letter did not in the event issue.
3.
The amendments were considered by the Privy Council
yesterday, and were approved by Her Majesty. Nevertheless
we and Legal Advisers feel it would be correct to write
now,
even at this stage, to apologise for the oversight and
seek the Palace's belated approval.
4.
A draft reply on these lines is attached.
