Such unswerving commitment is absolutely essential on the part of Executive Councillors to enable Hong Kong to progress towards a smooth transition from British to Chinese sovereignty by 1997, and the building up of Hong Kong as China's permanent open gateway to the international community in the pursuit of her historic modernization programme and revitalization of her 5,000-year civilization.
