BLDC chairman Ji Pengfei (at the opening of the second BLDC meeting in Peking): The first draft of the Basic Law should be ready for public discussions by 1988. At the next BLDC meeting to be held in November this year, the five special sub-groups will report the progress of their work. The next meeting will also discuss the relationship between the SAR and the central government as well as the political structure of the SAR.
