draft is being constantly updated and the BLDC secretariat hoped to incorporate the latest views from HK before giving the draft to members. It is only a matter of procedure that

the draft is given to the BLDC chairman and vice-chairman first.

structure of the Basic Law was sent to the BLDC chairman and vice-

chairmen.

Liu Yiu-chu and Szeto

Wah, and BLCC members

Denis Chang and Mak Hoi-wah: It is not proper for China to put forward a draft on the structure of the Basic Law before members have expressed their views. It is also not proper that BLDC members in HK are not given a copy of the draft when NCNA HK director Xu Jiatun has received a copy.
