BLDC member Mr Justice Yang: The SAR court
should be given the
power to interpret those provisions of the Basic Law concerning local affairs. Provisions on defence, external affairs and the
relationship between the SAR and the Central People's Government should be interpreted by China.
The BLCC special group on the SAR's political structure: Some members of the SAR legislature should be appointed by the chief executive. The legislature should have the power to impeach the chief executive, while the power to dismiss him should rest with the Central People's Government.
