system of government. But China does not practise a federal system and so the concept did not apply.

About 50 amendments to

the original draft structure of the Basic Law were made, 30 of them minor changes and the rest of them more important. The amend

draft states that various ministries of the central

government have no leadership with the SAR. Other provinces and municipalities will have to obtain the consent of the SAR and seek the approval of the State Council before they can set up offices in the SAR.

BLDC Secretary-general Li Hou: Some suggestions proposed at the BLDC group discussions are not included because they are outside the scope of the Basic Law. Other

suggestions have resulted in a conflict of views

among members and they will be possessed after a unanimous view is

reached.

BLDC member Mr Justice Simon Li: At present, the residual powers in HK rest with the Queen. After China recovered sovereignty over HK, residual power should rest with the central government. HK should fight for a high degree of autonomy and should not talk about residual

powers.
