Finally, I would like to emphasize that it will be too presumptive to suggest that tougher legislation alone is enough to deal with fire hazards which have become a chronic problem. also important to cultivate a sense of responsibility and self-discipline among the public through education and promotion. I think that the Fire Services Department should launch a comprehensive promotional campaign on fire safety, especially in factories and industrial undertakings, as a follow-up to the passing of this amendment Bill.
