law degrees, the PCLL, perhaps provides the quickest option for increasing the number of new lawyers in Hong Kong. Overseas law graduates can gain local admission to practise through the PCLL. The current annual intake will need to be expanded substantially if Hong Kong is both to increase the overall number of lawyers

It is and reduce its dependence on overseas lawyers. encouraging that interest has been expressed recently by other academic institutions in offering law courses. Expansion of the existing LLB and PCLL courses and the introduction of new courses must be considered in competition with other public expenditure priorities. But, in my view, the need for more locally trained lawyers should receive high priority and the Government will continue to work to that end.
