Annex I

The purpose of this paper is to report to the sub-committee on progress in the development of representative government in Hong Kong. It covers the following aspects :

(i)

issues considered in the 1984 Review of

Representative Government and the changes adopted as a result;

(ii) preparations for the further review to be

conducted in 1987, and the main issues that

will be considered then;

(iii) the present state of Hong Kong opinion on those

issues;

(iv) the problem of compatibility with the structure

of Government to be laid down in the Basic Law

for the Hong Kong Special Administration Region

(SAR) of China;

(v)

our exchanges with the Chinese Government;

(vi) the outlook.

The sub-committee is invited to note progress. No decisions need be taken at this stage.
