(iii) That the link road will cause a safety hazard to

children and pedestrians.

The provision of the proposed link road was seen as providing a

convenient and direct connection between Kwong Fai Circuit and Wo Tong Tsui

Street via Yiu Wing Lane and it is also expected to relieve traffic movements in

Kwong Fai Circuit, thereby improving the safety of the public using the

playground area located at its centre. The proposed road link will replace an

existing pedestrian way which is well used by the general public.

The allegation that the link road will generate additional traffic

noise because of the gradient of the proposed road may prove to be correct and

it cannot be denied that because the residents of the area have been used to

taking this route on foot, without interference from vehicles, there is the

possibility that this may lead to accidents in the initial period. It is not,

however, expected that use of this will create additional traffic congestion.

In view of the above, a modification deleting this link road could be

considered without seriously affecting the original scheme.
